Beyond a “balanced and sustainable development of the national space”, the Government Action Program (PAG) aims at “improving the living environment and well-being of all Benin citizens through inclusive and sustainable development, built around secure cities”. Benin is currently facing crucial environmental issues such as flooding, untreated solid and liquid waste, air pollution, etc. These could compromise the efforts made in recent years to develop cities. The aim of the Programme d’Adaptation des Villes aux Changements Climatiques (PAVICC) is to improve the living environment and the resilience of Benin’s territories and populations by taking into account the risks linked to climate change in urban planning. The project will promote and support this process in four communities that are particularly vulnerable to anthropic pressures and subject to flooding and erosion: Cotonou, Sèmè-Kpodji, Comé and Bohicon. The PAVICC is structured in four components, namely: urban planning, resilient urban investments, local and national capacity building, implementation and monitoring of the program. This program is expected to directly benefit approximately 120,000 people.
